As there are a lot of non/dual resident students in Blacksburg, we feel it is important to provide an accurate guide for transferring firearms in the area. Firstly, all normal regulations apply for private sales and online transfers. Go ahead and read the article that applies to your transaction. This guide is also not for non-US Citizens; we will be providing guidance on that in the near future.
Your first question is probably “Am I a non resident, or dual resident?”
Dual Residents
- Reside in Virginia for part of the year, but have a valid out of state driver’s license
- Can prove the above with
- A lease with your name on it
- Utility bill with your name on it (no cell phone according to a call we had with VSP)
- Voter registration card
- Bank check with your name and a VA address
- Hunting or Fishing license (students are eligible to purchase even if not residents for 6 months)
- Other ATF approved (alt) identification
- Other VA Department of Criminal Justice Services approved documentation that proves you reside in Virginia
- Qualify for being marked as “Resident” on the VSP background check form
- May purchase handguns
Non Residents
- Do not reside in VA
- Will be marked as “Non-Resident” on the VSP background check form
- May not have a handgun transferred to them in VA
- May have long guns transferred to them, provided their state’s laws approve
With the above, you should have a pretty clear understanding of whether you are a non resident or dual resident and what constitutional infringements are imposed upon you.
